The task being tested is understanding the boundaries of the Safety Officer’s authority at a hazmat incident. The Safety Officer’s job is to identify hazards, oversee the safety plan, and stop or modify any operation that is unsafe. Coordinating with outside agencies and serving as the main link between the incident command and assisting agencies is not their duty; that role sits with the Liaison Officer. The Safety Officer stays informed by obtaining briefings from the Incident Commander, helps prep and monitor the Safety Plan, and has the authority to alter, suspend, or terminate unsafe activities. This separation ensures safety oversight while external coordination is handled by the designated liaison.
